Europe's Packaging Reset: How New Rules Are Changing the Way Businesses Think About Waste
Packaging has long been treated as a necessary part of getting products to consumers. But as concerns over resource use and waste continue to grow, the role of packaging is changing. From 12 August 2026, a new European Union regulation is bringing packaging more firmly into the circular economy agenda, with implications for how businesses design, use, and manage packaging throughout its lifecycle.
The EU Packaging and Packaging Waste Regulation (PPWR) aims to reduce the environmental impact of packaging while strengthening the internal market for packaging and secondary raw materials. It introduces requirements covering packaging design, recyclability, reuse, recycled content, labeling, and the amount of packaging placed on the market. The regulation also establishes targets for reducing packaging waste and increasing the use of reusable packaging.
For businesses, one of the most significant changes is the growing emphasis on designing out waste rather than dealing with it after a product has been sold. Under the new framework, packaging must be designed to minimize its weight and volume while maintaining its functionality, and packaging placed on the EU market will increasingly be expected to be recyclable in practice, not simply recyclable in theory. Requirements relating to recyclability performance will become more stringent from 2030, with further requirements from 2038.
The regulation also strengthens the role of reuse. For example, from 2030, certain categories of transport packaging will be subject to reuse requirements, while specific targets will apply to grouped packaging and beverage distribution. The regulation also establishes requirements for reusable packaging to be designed for multiple rotations and to meet safety, hygiene, and recyclability criteria.
This represents a broader shift in the way companies may need to think about packaging. Decisions that were once primarily associated with marketing, logistics, or procurement are increasingly connected to resource efficiency and product lifecycle management. The choice of materials, packaging size, durability, recyclability, and opportunities for reuse can all influence both environmental performance and business costs.
The transition will not necessarily be straightforward. Reusable packaging, for instance, can require new collection systems, reverse logistics, cleaning infrastructure, and changes in customer behavior. Similarly, increasing the use of recycled materials depends on the availability, quality, and cost of secondary raw materials. Circular design, therefore, cannot be considered in isolation from the wider supply chain.
The regulation is also part of a broader European effort to build a more circular economy. The European Commission has identified packaging and waste policy as an important means of reducing the use of primary raw materials and developing markets for secondary materials.
For business leaders, the message is increasingly clear: packaging is no longer simply a container surrounding a product. It is becoming part of the product’s lifecycle, supply chain, cost structure, and sustainability strategy.
The real test will be whether businesses can turn compliance into innovation. Companies that rethink packaging at the design stage may find opportunities to reduce material use, improve resource efficiency, develop new reuse models, and strengthen the resilience of their supply chains.
Europe’s packaging reset, therefore, represents more than a new set of environmental requirements. It is a practical example of how the circular economy is moving from a sustainability concept into everyday business strategy.
